Minister Datuk Seri Mohd Khaled Nordin also called on universities to keep a lookout for students who sell the vouchers to buy among others, credit for handphones and cigarettes.
"Alert us, so we can act as soon as possible.
"The ministry is relying on reports by the public, universities and police in order for us to take action.
"The students must be made responsible for their wrong-doings," Khaled told the New Straits Times yesterday, adding he was waiting for reports on two bookstores allegedly trying to buy such book vouchers from students at a discounted rate.
